English Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent poll of municipal councils, English councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and utilising savings to weather growing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its asset disposal plan featured the sale of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Local Levy Increases and Broader Financial Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase council taxes next April to address the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities this week also found council budgets being strained by the growing number of young people and adults requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the extent of challenges facing local leaders across key cities in the coming year,” the report added.

“Council officials have been explicit about the need for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey found.
